You say any small business like a B&B can apply for a cash grant. Most B&Bs are 3 bedrooms or less, and do not pay rateable value council tax. We have three bedrooms, but I cannot find out if we can apply. Please can you help?

As B&Bs fall into the hospitality sector then they are automatically able to claim Business Rates Relief even if they don’t pay business rates.
If the rateable value is between 15k and 51k then they ate able to obtain a grant of £25k from the Local Authority, if the rateable value is less than 15k then they qualify for the 10k grant.
To apply for these  you need to go to your local authorities web site and apply on line.
We are seeing that each authority has slightly different questions for you to answer.
